SCIF and SAPF facilities both adhere to the special construction requirements set forth by the ICD 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities.
However, the difference is who utilizes these facilities.
A Sensitive Compartmented Information Facility (SCIF) is a U.S. Government–accredited facility specially designed and constructed where Sensitive Compartmented Information (SCI) can be viewed, discussed, or stored without outside surveillance/spying. Primarily government and government-related contractors that require high security have the need for SCIFs. SCIF’s are used by the Intelligence Community.
A Special Access Program Facility (SAPF) is a U.S. Government–accredited facility specially designed and constructed where Sensitive Compartmented Information (SCI) can be viewed, discussed, or stored without outside surveillance/spying. SAPFs are used by the Department of Defense.
